hidapi: sync the hidraw changes with mainstream

Apply mainstream commit 8a4de63b (mainstream PR/601) to our hidapi.
The patch is a direct apply of the mentioned commit, with one sdl-
specific part guarded by HIDAPI_IGNORE_DEVICE adapted accordingly.
