Updated return values for SDL event functions

SDL_PollEvent(), SDL_WaitEvent(), and SDL_WaitEventTimeout() all return SDL_bool.
SDL_AddEventWatch() returns an int result code.

Also improved timeout accuracy in SDL_WaitEventTimeout()
